Sapling Bonemeal Mechanics

If you bonemeal a sapling it has a chance to grow. If it decides to grow, but it's blocked, then the growth will fail and it will stay a sapling. There is a chance of "forcing" it to grow, however. What is this chance? Is it static, or does it depend on how many spots the growth is blocked in? Does it depend on where the blocking object is?

I believe it is based on how much is there, like if its only a few blocks or such you can make it grow, but if its too much then it will just stay as it is and not grow, but I do not know for fact, that is just my guess.
