Minecraft server fails to create files when launched and does not work

Hi. I just downloaded a minecraft server client for 1.12. I am running Windows 10. I put it into its's own folder and double clicked on it to start it but, when the command prompt came up it closed/vanished within a quarter of a second and the server did not open, it didn't create and files (i.e eula, properties, and whatever) at all. The folder was completely blank and the only thing that was there was the server launcher. I have downloaded different server versions for different versions of minecraft and they all did the same thing. I have tried so much with the command prompt like changing the directories, and nothing. My java is up to date, I downloaded java runtime, I made sure the server client opens with Java, and literally nothing has changed. I think I'm stumped. Help would be much appreciated. Thanks!

you got to wait 1-2 mins for the Eula.txt to appear. when it does you go into it, change false to true, relaunch the jar, and wait.

Just checking... but what is the folder that you put the server into named? I found out that the server.jar file cannot handle running from a folder that has a "!" in it. Very odd. I was ripping my hair out trying to debug someone's problem with running a server, and THAT was the issue.
